New Delhi, 17th July 2024 — In a monumental move aimed at catapulting India's economic growth and refining its logistical backbone, the Union Government today unveiled the "PM GatiShakti Infrastructure Acceleration Fund (PGIAF)," a staggering ₹10 lakh crore initiative over the next five years.

This ambitious fund is specifically designed to fast-track critical, multi-modal connectivity projects, reduce exorbitant logistics costs, and create millions of jobs across the nation, signalling a potent new phase in India's infrastructure-led development agenda.

The announcement, made by the Prime Minister's Office after a high-level cabinet meeting, underscores the government's unwavering commitment to capital expenditure-led growth and enhancing India's global competitiveness.

The PGIAF will operate under the overarching framework of the existing PM GatiShakti National Master Plan, leveraging its integrated digital platform for seamless coordination and swift project execution.

The fund will primarily flow as central assistance to states and Union Territories, incentivising them to align their infrastructure development plans with the national master plan, and will also facilitate public-private partnerships (PPPs) in key sectors.

"The PM GatiShakti Infrastructure Acceleration Fund is more than just an investment; it is a strategic blueprint for India's economic future," stated Smt.

Nirmala Sitharaman, Union Finance Minister, addressing a press conference in New Delhi. "By meticulously identifying and addressing critical infrastructure bottlenecks, we are not only accelerating growth but also creating a robust ecosystem for manufacturing, trade, and services.

This initiative will fundamentally transform India's logistics landscape, making our industries more competitive and our supply chains more resilient.

This is a decisive step towards achieving our 'Viksit Bharat' goal by 2047, ensuring that the fruits of development reach every corner of the nation and every citizen."

Official data presented indicates that the government has identified nearly 100 critical connectivity gaps that will be prioritised under PGIAF.

These include 50 new industrial nodes requiring multi-modal integration, 20 port and airport hinterland connectivity projects, and an ambitious plan to upgrade and connect over 50,000 km of rural roads with national highways and railheads.

The digital GatiShakti platform, which maps infrastructure projects across 16 ministries, will be instrumental in identifying synergies, avoiding duplication, and ensuring timely project completion, with a target to reduce average project timelines by 20-25%.

The launch of PGIAF builds upon the foundation of the original PM GatiShakti National Master Plan, introduced in October 2021.

The master plan was conceived to break down silos between government departments by bringing 16 ministries, including Railways, Roads & Highways, Petroleum & Gas, Power, and Telecommunications, onto a single digital platform for integrated planning and coordinated implementation of infrastructure connectivity projects.

Before GatiShakti, a lack of coordination often led to delays, cost overruns, and suboptimal asset utilisation, with separate ministries planning projects in isolation.

The government's renewed focus on capital expenditure as a primary driver of economic growth, amidst global headwinds, necessitates such a focused and accelerated funding mechanism.

The substantial public investment is expected to crowd in private capital, boosting manufacturing, construction, and service sectors.

"This is a well-timed and much-needed fiscal intervention," remarked Dr.

Raghuram Sharma, former Chief Economic Advisor and Professor of Economics at the Indian School of Business. "While the sheer scale of the fund is impressive, its real strength lies in the strategic integration with the existing GatiShakti framework.

Reducing logistics costs to below 8% of GDP is a game-changer that could add significant basis points to our annual economic growth.

The challenge, as always, will be in the meticulous execution, inter-state coordination, and ensuring that funds are deployed efficiently without leakages or delays.

However, the intent and framework are clearly positive for India's long-term economic trajectory."

Reactions

The announcement has been met with widespread optimism from industry leaders and economic experts.

Mr.

Sanjeev Gupta, Director General, Federation of Indian Chambers of Commerce & Industry (FICCI), lauded the initiative, stating, "The PGIAF is a bold and transformative step that will invigorate investor confidence and catalyse private sector participation.

It addresses a core impediment to India's manufacturing prowess – high logistics costs.

We anticipate a surge in investments in logistics, warehousing, and associated industries, along with a significant boost to job creation, particularly for skilled and semi-skilled workers.

This will significantly improve India's Ease of Doing Business rankings and attract more foreign direct investment."

While largely positive, some policy analysts have emphasised the need for robust monitoring mechanisms and accountability structures to ensure the fund's objectives are met without political interference or bureaucratic hurdles.

Opposition parties have urged the government to ensure transparency in project selection and equitable distribution of funds across all states, irrespective of political affiliation, to truly foster inclusive growth.

What happens next

The Union Finance Ministry is expected to release detailed operational guidelines for the PM GatiShakti Infrastructure Acceleration Fund within the next few weeks.

This will outline the criteria for project selection, funding mechanisms, state contributions, and monitoring protocols.

An empowered inter-ministerial committee, headed by the Cabinet Secretary, will be constituted to oversee the implementation, facilitate swift clearances, and resolve any inter-departmental issues.
