NEW DELHI: In a landmark decision poised to redefine India's sporting landscape, the Union Government today unveiled the 'Khelo India Platinum' Mission, a colossal ₹5,000 crore investment over the next five years, designed to catapult the nation's athletic prowess onto the global stage. Heralded as the most comprehensive sports policy initiative in recent history, the mission aims to create a robust pipeline from grassroots talent identification to world-class elite athlete development, with a clear mandate to significantly enhance India's medal haul at major international competitions, particularly the Olympic Games.
The announcement, made by the Union Minister for Youth Affairs and Sports, Shri Anurag Thakur, underscores a paradigm shift from ad-hoc support to a structured, long-term strategic investment in sports. The 'Khelo India Platinum' Mission integrates and expands upon existing successful programmes, while introducing innovative mechanisms for talent nurturing, infrastructure development, and sports science integration. The objective is clear: to ensure India emerges as a formidable sporting nation by the 2036 Olympic Games.
Key points
- Massive Investment: A total outlay of ₹5,000 crore over five financial years (FY 2024-25 to FY 2028-29) for holistic sports development.
- Priority Disciplines: Enhanced funding and focused training for 15 identified priority Olympic disciplines, including athletics, shooting, wrestling, boxing, hockey, badminton, and archery.
- Talent Identification & Nurturing: Expansion of the Khelo India Centres of Excellence (KICoEs) from 25 to 50, and establishment of 20 new 'Platinum Sports Academies' with specialised coaching and facilities.
- Athlete Support: Direct financial incentives, long-term scholarships, and comprehensive support (including sports science, nutrition, and mental conditioning) for 10,000 identified elite and aspiring elite athletes.
- Infrastructure & Technology: Significant investment in upgrading existing sports infrastructure and integrating cutting-edge sports technology, data analytics, and high-performance centres.
“This is not just a policy; it is a solemn commitment from the Government of India to every aspiring athlete and every sport-loving citizen of this nation,” stated Shri Anurag Thakur during the press conference at Vigyan Bhawan. “For too long, our immense potential has remained largely untapped. The 'Khelo India Platinum' Mission is our audacious step to ensure that by the time India hosts major international events, our athletes are not just participants, but dominant medal contenders. We are investing in dreams, in discipline, and in dedication, right from the village level to the podium.”
The mission outlines a multi-pronged strategy. Approximately 40% of the allocated funds, nearly ₹2,000 crore, will be channelled into grassroots talent identification programmes, focusing on rural and tribal areas. This includes enhancing school sports, developing district-level training centres, and organising an expanded calendar of Khelo India Youth and University Games, aiming to reach over 2 crore participants annually. A further 35% (₹1,750 crore) is earmarked for elite athlete development, covering international exposure tours, foreign coaches, equipment, and performance analysis. The remaining 25% (₹1,250 crore) will be dedicated to upgrading and constructing sports infrastructure, establishing regional sports science centres, and promoting research and innovation in sports.
Smt. Sujata Mehta, Secretary, Ministry of Youth Affairs and Sports, elaborated on the implementation strategy. “Transparency and accountability will be the cornerstones of this mission. A dedicated 'Platinum Monitoring Committee' comprising sports experts, former Olympians, and government officials will oversee fund allocation and programme progress. We aim to identify and support a minimum of 2,000 promising athletes each year, ensuring a steady stream of talent for the national camps,” she explained. Smt. Mehta also highlighted the collaboration with State Governments and National Sports Federations (NSFs) as crucial for successful implementation, with performance-linked funding mechanisms for federations.
Former Olympian and President of the Indian Olympic Association (IOA), Dr. P.T. Usha, welcomed the announcement with enthusiasm. “This is a truly transformative moment for Indian sports. The sheer scale of investment and the long-term vision embodied in the 'Khelo India Platinum' Mission are exactly what our athletes need. Financial security, access to the best facilities, and scientific support – these are game-changers. I believe this will ignite a new passion for sports across the country and empower our athletes to chase their Olympic dreams without myriad external worries,” she remarked, citing the potential for significant improvements in disciplines like track and field, which often require extensive resources.
Background
India has made significant strides in sports over the last decade, notably through initiatives like the 'Khelo India' programme, which popularised sports at the grassroots, and the Target Olympic Podium Scheme (TOPS), which provided focused support to elite athletes. The successes at the recent Asian Games and Commonwealth Games, and an increasing, albeit still modest, Olympic medal tally, indicate a growing momentum. However, challenges persist. These include a fragmented approach to talent identification, insufficient high-performance infrastructure, a lack of comprehensive sports science integration, and persistent funding gaps for aspiring athletes from economically weaker sections. India's per capita spending on sports has historically lagged behind global sporting powerhouses. The 'Khelo India Platinum' Mission aims to address these systemic deficiencies head-on, learning from global best practices in nations like Australia, the UK, and China, which have successfully leveraged strategic governmental investment to boost their Olympic performances.
What it means
The 'Khelo India Platinum' Mission represents a pivotal moment for Indian sports. For athletes, it promises enhanced financial security, access to world-class coaching, nutrition, sports psychology, and cutting-edge equipment – critical elements often missing in their journey. Aspiring talents from remote areas, who previously struggled to access quality training, will now have structured pathways. For coaches, the policy means professional development opportunities, better remuneration, and an environment conducive to nurturing champions. National Sports Federations will be empowered with greater resources but also held to higher standards of governance and performance. Economically, the mission is expected to stimulate the sports goods manufacturing industry, create employment opportunities in sports management, coaching, and sports science, and potentially foster a thriving 'sports economy'. More broadly, it aims to instil a culture of fitness and competitive excellence, enhancing national pride with every international sporting triumph.
Dr. Rakesh Sharma, a prominent sports economist at IIM-Bangalore, noted, “A ₹5,000 crore investment over five years is a substantial commitment. If implemented effectively, with proper checks and balances, the return on investment in terms of human capital development, public health, and national soft power can be immense. It’s about creating an ecosystem, not just funding individual athletes. The focus on scientific training and long-term athlete development is particularly commendable.”
Reactions
Initial reactions to the policy announcement have been overwhelmingly positive, particularly from the sports fraternity. Athletes like Commonwealth Games medallist weightlifter Mirabai Chanu expressed their optimism. “This level of support would have been unimaginable a decade ago. It removes so many anxieties for athletes and allows us to focus purely on our performance,” she said in a statement. Several state sports ministers also lauded the initiative, expressing readiness to collaborate. “We welcome the Union Government’s vision. It will significantly boost our efforts at the state level to unearth and develop talent,” commented the Sports Minister of Uttar Pradesh, Shri Chetan Sharma.
However, some analysts and former administrators have urged caution regarding implementation. “The policy is fantastic on paper, but the real challenge lies in execution,” remarked Mr. Harshvardhan Singh, a veteran sports administrator. “We need to ensure that funds reach the intended beneficiaries without bureaucratic delays or leakages. The success hinges on strong governance, transparent selection processes, and consistent monitoring.” Concerns were also raised about ensuring equitable distribution across all sports and regions, and preventing political interference in selection processes.
What happens next
The Ministry of Youth Affairs and Sports will now move swiftly to establish the 'Platinum Monitoring Committee' and draft detailed guidelines for the disbursement of funds and implementation protocols for states and NSFs. An application portal for prospective Platinum Sports Academies and an enhanced talent scouting mechanism will be rolled out within the next three months. The first batch of 10,000 identified athletes for comprehensive support is expected to be finalised by the end of the current financial year. While the immediate focus remains on refining India’s preparations for the Paris 2024 Olympics, the 'Khelo India Platinum' Mission is fundamentally geared towards building a sustainable, high-performance sports ecosystem with a long-term vision extending to the Los Angeles 2028 and Brisbane 2032 Olympic Games, aiming for India to consistently feature among the top 10 medal-winning nations.
