New Delhi: In a landmark move poised to dramatically reshape India’s energy landscape, the Union Cabinet today approved the ambitious Phase II expansion of the National Green Energy Corridor (NGEC) project.

With an estimated outlay of ₹2.5 lakh crore, this massive infrastructure push is designed to establish robust transmission pathways, integrating an additional 100 GW of renewable energy (RE) into the national grid and propelling the nation closer to its target of 500 GW non-fossil fuel electricity generation capacity by 2030.

Union Minister for Power and New & Renewable Energy, Shri Rajeev Sharma, while addressing a press conference in the capital, underscored the strategic importance of this expansion. “This is more than just an infrastructure project; it is a foundational pillar for India’s energy independence and a bold statement on our commitment to a sustainable future,” Shri Sharma stated. “Phase II will lay over 15,000 circuit kilometres of high-voltage transmission lines, connecting far-flung renewable energy parks, particularly in states rich in solar and wind resources, to major demand centres across the country.

This will unlock immense potential, reduce grid congestion, and ensure stable, clean power delivery.”

Priya Singh, Vice-Chairperson of NITI Aayog, highlighted the economic multiplier effect of the initiative. “This investment is not just in wires and towers; it’s an investment in India’s future competitiveness and energy security,” she remarked. “By facilitating the smooth flow of renewable power, we lower the cost of electricity, reduce our reliance on volatile fossil fuel imports, and create a robust ecosystem for green industries.

Our internal estimates suggest a boost of approximately 0.5% to our GDP over the implementation period, alongside significant job creation across the value chain, from manufacturing to operations and maintenance.”

The project is expected to be implemented in a phased manner over the next five years, with substantial completion aimed by 2029.

Funding will be a mix of central financial assistance (CFA), state contributions, and market borrowings by implementing agencies, primarily the Power Grid Corporation of India Ltd. (PGCIL) and various State Transmission Utilities (STUs).

Shri Anand Kumar, Chairman & Managing Director of Power Grid Corporation of India Ltd., expressed confidence in the company’s ability to execute the mammoth task. “PGCIL has a proven track record of delivering complex transmission projects on time and within budget.

This expansion presents unique technical and logistical challenges, especially with land acquisition and environmental clearances, but we are fully prepared.

Background

India has set ambitious targets to combat climate change, committing to achieving 50% of its energy requirements from renewable sources by 2030 and reaching net-zero emissions by 2070.

A crucial intermediate goal is to reach 500 GW of non-fossil fuel electricity generation capacity by 2030.

Currently, India’s total installed renewable energy capacity stands at approximately 180 GW, with significant additions in solar and wind power in recent years.

However, the intermittent nature of renewables and the geographical disparity between generation sites (e.g., solar farms in Rajasthan, wind farms in Gujarat) and major consumption centres have posed significant challenges to grid stability and efficient power evacuation.

The existing NGEC Phase I, launched in 2017, aimed to address some of these issues by establishing approximately 9,700 circuit kilometres of transmission lines and 22,600 MVA of substation capacity.

The Phase II expansion is a direct response to the escalating scale of renewable energy deployment and the urgent need to upgrade and expand transmission infrastructure to match this growth, preventing bottlenecks and ensuring India meets its climate commitments.

Kavita Menon, Senior Fellow at the Centre for Science and Environment (CSE), welcomed the ambition but cautioned on implementation. “While the expansion of green energy corridors is critical for our climate goals, it is equally important to ensure that this infrastructure development adheres to the highest environmental and social safeguards.

We must avoid adverse impacts on biodiversity and ensure fair compensation and rehabilitation for communities affected by land acquisition,” Ms.

Menon stressed, advocating for robust environmental impact assessments and public consultations.

Meena Devi, Spokesperson for the National Progressive Party (NPP), acknowledged the importance of the project but raised concerns about the financial implications and implementation timeline. “While the intent to boost green energy is commendable, the government must provide a detailed breakdown of the funding model and ensure that the financial burden on states is equitable.

Furthermore, past infrastructure projects have often faced significant delays and cost overruns.

We urge the government to ensure strict accountability and transparency in the execution of this massive undertaking,” she stated during a televised address.

Implementing agencies, primarily PGCIL and various STUs, will begin detailed planning, site identification, and initiation of land acquisition procedures.

The Ministry of Power and Ministry of New & Renewable Energy will also work closely to establish a robust monitoring framework to track progress, manage potential roadblocks, and ensure adherence to environmental and social guidelines.
