This strategic push is designed to catapult India into a global leader in electric vehicles (EVs) and sustainable public transportation, targeting a significant reduction in fossil fuel dependency and carbon emissions by the decade's end.

Another Rs 40,000 crore will directly support states and urban local bodies in procuring electric buses, e-rickshaws, and other electric light commercial vehicles for public and institutional use, with a strong emphasis on public-private partnership (PPP) models for sustainable operation.
Rs 30,000 crore will be channeled towards enhancing the existing Production Linked Incentive (PLI) scheme for Advanced Chemistry Cell (ACC) battery manufacturing and attracting investments in EV component production.
The remaining Rs 20,000 crore is allocated for critical research and development in next-generation battery technologies, smart grid integration for EV charging, skill development programs for the green mobility sector, and public awareness campaigns to drive adoption.
Union Minister for Road Transport and Highways, Nitin Gadkari, addressing the media post-Cabinet briefing, emphasised the transformative potential of the NGMIF. "This isn't merely an investment in infrastructure; it's an investment in India's future—a future of clean air, energy security, and economic prosperity," Mr.
Gadkari stated. "By accelerating our transition to green mobility, we are not only addressing climate change but also reducing our crippling crude oil import bill, creating millions of green jobs, and positioning India as a global manufacturing hub for EVs.
Our target is clear: to see a significant portion of our vehicular fleet running on electricity by 2030."

India has been grappling with surging crude oil import bills, which exert significant pressure on its current account deficit.
In the fiscal year 2022-23, India's crude oil import bill stood at approximately USD 157.5 billion.

India’s commitment at COP26 to achieve Net Zero emissions by 2070, alongside its 'Panchamrit' goals, further underscored the imperative for a rapid transition to sustainable energy and transport solutions.

We anticipate a rapid acceleration in EV adoption and manufacturing capabilities," Mr.

Ms.
Anjali Sharma, Senior Policy Analyst at the Centre for Science and Environment (CSE), expressed cautious optimism. "The NGMIF's ambitious targets are commendable and absolutely necessary.
The focus on public transport electrification is particularly welcome.
However, the true test will lie in the swift and equitable implementation across all regions, ensuring access for Tier-2 and Tier-3 cities as well, not just metros.
We must ensure robust monitoring mechanisms to track actual emissions reductions and infrastructure deployment," she cautioned.
From the political spectrum, while the move was largely welcomed, opposition leaders raised points concerning implementation challenges.

Alok Singh, a prominent economist and policy advisor, commented, "While the intent behind the NGMIF is certainly laudable and a step in the right direction for India's green future, the government must ensure that bureaucratic hurdles do not impede the swift deployment of funds and infrastructure.
Transparency in fund allocation and demonstrable benefits for all economic strata will be crucial for its long-term success, avoiding a concentration of benefits in only a few large players or cities."
What happens next
The immediate next steps involve the constitution of a high-level inter-ministerial steering committee, comprising representatives from the Ministry of Road Transport and Highways, Ministry of Power, Ministry of Heavy Industries, NITI Aayog, and Ministry of Finance.
This committee will be responsible for drafting detailed guidelines, setting up performance metrics, and overseeing the allocation of funds.
Within the next three months, the government is expected to issue Expression of Interest (EOI) for private players to participate in setting up charging infrastructure, offering viability gap funding and other incentives.
Parallelly, states will be invited to submit proposals for electrifying their public transport fleets, with priority given to cities demonstrating comprehensive urban mobility plans.
Pilot projects for advanced battery swapping technologies are also expected to be launched in selected metropolitan areas by early next year, with regular review mechanisms planned every six months to assess progress and address any implementation bottlenecks.
The policy's success hinges on swift and coordinated action from both central and state governments, along with robust private sector participation.
