Mumbai, Maharashtra – October 26, 2023 – As India steps firmly into its festive season, ordinary families across the nation find themselves navigating a complex economic landscape defined by persistent inflationary pressures, particularly in food items, juxtaposed with the rapid normalisation of digital payment methods.

The interplay of these forces is reshaping household budgets and financial behaviours, prompting a collective reassessment of spending and saving strategies this week.

Recent data and ongoing market trends underscore a critical period for household economics.

From the daily grocery run to managing monthly utility bills, the pinch of rising costs is palpable, even as the convenience of a tap-and-pay world becomes indispensable.

Experts point to this confluence as a defining characteristic of the contemporary Indian consumer experience, demanding greater financial literacy and adaptive budgeting skills from every family.

Key points

* **Persistent Food Inflation:** Essential food items continue to see elevated prices, significantly increasing the average monthly expenditure for Indian households.

* **Digital Payment Dominance:** Unified Payments Interface (UPI) transactions are soaring, fundamentally altering daily financial transactions from small vendors to large retailers.

* **RBI's Cautious Stance:** The Reserve Bank of India maintains a tight monetary policy, signalling vigilance against inflation, which has implications for lending rates and EMIs.

* **Budgeting and Tech Leverage:** Financial advisors are increasingly recommending a disciplined approach to budgeting, urging families to utilise digital tools for expense tracking and financial planning.

* **Small Businesses Adapt:** Kirana stores and local vendors are rapidly adopting digital payment solutions, navigating both rising input costs and the evolving consumer payment landscape.

Reported Detail

The most immediate concern for a vast majority of Indian families remains the stubborn rise in prices of essential commodities.

Data released earlier this month indicated that the Consumer Price Index (CPI) remained elevated, largely driven by food inflation, which hovered around the 7% mark.

Specific items like vegetables (onions, tomatoes), pulses, and milk products have seen significant year-on-year increases, often surpassing double-digit percentages in local markets.

"The weekly vegetable basket costs us at least 15-20% more than it did six months ago," says Ms.

Anjali Singh, a homemaker from Bengaluru, reflecting a common sentiment. "We've had to cut back on some discretionary spending, like eating out once a month, just to manage the kitchen budget.

It's a constant juggling act." This sentiment is echoed across urban and rural households, where food expenditure forms a substantial portion of the overall budget.

Simultaneously, India's digital payment ecosystem continues its phenomenal growth trajectory.

The National Payments Corporation of India (NPCI) reported that UPI transactions crossed 11 billion in October 2023, totalling over ₹17.16 lakh crore (approximately USD 206 billion).

This widespread adoption has transformed daily transactions, from buying a cup of tea at a roadside stall to paying utility bills or making online purchases.

The convenience and speed offered by UPI, QR code payments, and mobile banking applications have become integral to the modern Indian consumer's life.

"The sheer volume and value of UPI transactions demonstrate how deeply digital payments are embedded in our economy now," stated Mr.

Vikram Chatterjee, Head of Retail Banking at Equitas Small Finance Bank. "For ordinary families, it means instant, secure, and often free transactions, reducing reliance on cash and improving financial tracking if used judiciously.

We are seeing a new level of financial convenience." This digital push also means less need to visit ATMs and easier tracking of expenses through digital statements, offering a potential silver lining for budget-conscious families.

Against this backdrop, the Reserve Bank of India (RBI) has maintained a cautious stance on monetary policy.

In its recent review, the Monetary Policy Committee (MPC) opted to keep the repo rate unchanged at 6.50%, signalling that inflation control remains its paramount priority.

While this provides stability for existing loan EMIs, it also indicates that relief in borrowing costs might not be immediate, impacting new home or auto loan aspirations for many.

"The RBI's decision to hold rates is a clear message that they are not yet comfortable with the inflation trajectory," observed Dr.

Priya Sharma, Chief Economist at Ascent Capital. "For families, this means the cost of borrowing will likely remain elevated for the foreseeable future.

They must factor this into their financial planning, especially when considering large purchases or consolidating debts.

The focus is squarely on bringing inflation within the target band sustainably."

Small businesses, the backbone of India's economy, are also navigating these shifts.

Mrs.

Meena Devi, proprietor of "Meena Kirana Store" in Mumbai's western suburbs, notes the dual challenge. "Our input costs for grains, oil, and spices have gone up significantly, forcing us to adjust prices, which customers notice.

But on the other hand, almost 60-70% of our daily transactions are now through UPI.

It's faster, safer, and we don't have to worry about change.

It's a necessary evolution, even as we manage the cost crunch."

Background

India has experienced periods of both high and moderate inflation over the past decade, often influenced by global commodity prices, monsoons, and domestic supply-side factors.

The post-pandemic recovery saw a surge in demand, coupled with global supply chain disruptions and geopolitical tensions, contributing to the current inflationary pressures.

The RBI adopted an inflation-targeting framework in 2016, aiming to keep CPI inflation at 4% with a band of +/- 2%, a mandate it has actively pursued through monetary policy actions.

The digital payments revolution in India gained significant momentum following demonetisation in 2016 and the subsequent launch and widespread adoption of UPI.

Government initiatives like the 'Digital India' campaign and various financial inclusion programmes have further propelled the ecosystem.

The pandemic accelerated this shift, as contactless payments became a necessity, transforming consumer behaviour permanently.

Today, India leads the world in real-time digital payment transactions, a testament to its robust public digital infrastructure.

What it means

For ordinary families, the current economic climate translates into a heightened need for financial prudence and adaptability.

The persistent inflation necessitates a closer look at household budgets, prioritizing essential spending and carefully evaluating discretionary expenses.

There's a growing awareness among consumers about unit pricing and value for money, driving shifts in purchasing habits towards more economical alternatives or bulk buying where feasible.

Simultaneously, the widespread adoption of digital payments offers powerful tools for financial management.

Families can track expenses more accurately through banking apps, set up recurring payments for bills, and even invest small amounts digitally.

This shift is also fostering greater financial inclusion, bringing more individuals into the formal banking system, even if the digital literacy gap remains a challenge for some segments.

For businesses, particularly small and medium enterprises, it means navigating a dual imperative: managing rising input costs while also investing in digital infrastructure to meet evolving consumer expectations.

Those who successfully integrate digital payment solutions and supply chain efficiencies are better positioned to thrive in this dynamic environment.

The economy as a whole demonstrates resilience, with domestic consumption remaining a strong driver, but the pressure on household budgets could temper overall demand if inflation persists unchecked.

Reactions

Public sentiment, while appreciating the convenience of digital payments, expresses palpable concern over the rising cost of living.

Social media platforms are rife with discussions on escalating prices of daily necessities, prompting calls for government intervention to stabilise food prices. "It's great that I can pay with my phone everywhere, but what good is it if everything costs more?" lamented a user on X (formerly Twitter) this week.

Industry bodies have also weighed in.

The Confederation of Indian Industry (CII) recently urged the government to focus on supply-side measures to ease inflationary pressures, particularly in agriculture, to ensure stable food prices.

Financial institutions are responding by enhancing their digital offerings, launching new budgeting tools, and promoting credit solutions that align with careful financial planning.

Opposition parties have consistently criticised the government on its handling of inflation, highlighting the burden on common citizens.

Mr.

Rajesh Kumar, Director at Sampark Financial Services, advises families: "This is the time to be smart about your money.

Create a detailed budget, track every expense using one of the many available apps, and look for savings.

Don't shy away from digital tools; they offer transparency and control over your finances that cash transactions often lack.

Also, revisit your investment portfolio to ensure it's aligned with inflation-beating objectives."

What happens next

The immediate future will see continued vigilance from the RBI on inflation data, with market participants closely watching for any cues on potential shifts in monetary policy.

Government efforts to manage food supply, including potential import tariff adjustments or stock releases, will be critical in moderating prices, especially for key commodities like pulses and edible oils.

The festive season's impact on consumer spending will also be a key indicator.

While digital payments are expected to drive transaction volumes further, the underlying demand may be tempered by budget constraints.

The long-term outlook points to a deepening of India's digital economy, with innovations in fintech expected to offer even more sophisticated tools for financial management and inclusion.

Families will increasingly need to embrace these technological advancements to navigate the evolving economic landscape effectively.

Further policy actions aimed at boosting agricultural productivity, improving supply chain efficiency, and enhancing digital literacy will be crucial in ensuring a more stable and prosperous economic environment for all Indian families.

The ongoing monsoon's final assessment will also play a critical role in determining the trajectory of food prices in the coming months, a factor keenly watched by policymakers and households alike.
