Centre Unveils ₹5 Lakh Crore 'National Manufacturing & Skill Hubs' Policy to Transform Economy

New Delhi, Delhi – The Union government today heralded a new era for India's industrial landscape, unveiling the landmark National Manufacturing & Skill Hubs (NMSH) Policy.

This transformative initiative, backed by an initial commitment of ₹5 lakh crore over the next five years, aims to establish a network of integrated manufacturing zones across the country, fundamentally reshaping India's economic potential, fostering advanced technological capabilities, and generating millions of skilled jobs.

Announced by the Union Finance Minister Smt.

Nirmala Sitharaman, the policy is envisioned as a strategic pivot to enhance India's global competitiveness, reduce import dependency, and fully harness the nation's demographic dividend.

It directly addresses long-standing challenges in manufacturing, including fragmented infrastructure, skill gaps, and regulatory complexities, by offering a holistic, ecosystem-driven approach.

The Minister of Commerce & Industry, Shri Piyush Goyal, elaborated on the policy's strategic focus. “We are moving beyond incremental growth.

The NMSH Policy offers a comprehensive ecosystem that tackles every bottleneck from land acquisition to regulatory hurdles, from quality infrastructure to a skilled talent pool.

We anticipate a significant surge in both domestic and foreign direct investment as businesses find unparalleled ease and efficiency within these hubs.

Our aim is to not just ‘Make in India’, but to ‘Make for the World’ with superior quality and competitive pricing.”

Each NMSH will feature industry-specific common facilities, reliable power and water supply, robust digital connectivity, and advanced waste management systems.

Crucially, a 'Skill Development Academy' will be co-located within each hub, offering industry-aligned vocational training, apprenticeships, and upskilling programs.

These academies will work in close collaboration with the industries housed within the hub to ensure a ready supply of skilled labour tailored to specific needs.

Shri Dharmendra Pradhan, Minister of Skill Development & Entrepreneurship, highlighted the human capital aspect. “The success of any manufacturing policy hinges on the availability of a skilled workforce.

Our NMSH policy places skill development at its very core.

We are investing heavily in curriculum development, trainer training, and state-of-the-art equipment to ensure that our youth are not just employable, but future-ready.

This policy promises not just jobs, but careers built on expertise and innovation, particularly benefiting semi-urban and rural populations near these hubs.”

The government plans to identify initial sites for the first phase of NMSH implementation within the next six months, with criteria including existing industrial base, connectivity, land availability, and state government commitment.

Early estimates suggest that states like Gujarat, Maharashtra, Tamil Nadu, Uttar Pradesh, and Andhra Pradesh, with their robust industrial infrastructure and policy support, are likely to be front-runners.

Official projections indicate that if successfully implemented, the NMSH policy could add an additional 2-3 percentage points to India’s annual GDP growth over the next decade.

India’s manufacturing sector currently contributes approximately 17.4% to the nation's GDP, employs nearly 12% of the workforce, and saw exports worth over $440 billion in FY 2022-23.
