New Delhi: In a monumental stride towards digital equity and economic growth, the Union Cabinet today greenlit the National Digital Inclusion Grid (NDIG) Project, an ambitious Rs 1.5 lakh crore initiative designed to deliver universal high-speed internet access and robust digital literacy programmes across the length and breadth of India by 2028.
This comprehensive project, announced by Union Minister for Communications and Information Technology, Mr.
Rajeev Kumar, aims to fundamentally transform the country’s digital landscape, ensuring that no citizen is left behind in the rapidly advancing digital economy.
Addressing a press conference in the capital, Mr.
Kumar stated, “The NDIG Project is not merely about laying cables; it is about weaving a digital fabric that connects every Indian, from our bustling metros to our most remote villages.
It represents our government’s unwavering commitment to making ‘Digital India’ a reality for every single citizen, unlocking unprecedented opportunities in education, healthcare, governance, and commerce.” The project is envisioned as a five-year endeavour, with substantial investments earmarked for both physical infrastructure and capacity building.

Priya Sharma, Senior Advisor at NITI Aayog, highlighted the project’s strategic importance. “NDIG isn’t just about faster internet; it’s about equitable development.
By empowering every individual with digital tools, we are fostering innovation at the grassroots, improving access to critical services, and creating a more inclusive economy.
The digital literacy component is crucial here, transforming users into active participants in the digital ecosystem, rather than mere consumers.” She projected that the NDIG could add an estimated 1.5-2% to India's GDP over the next decade through enhanced productivity and new economic opportunities.
The project’s financial outlay will be drawn from a combination of budgetary allocations, Universal Service Obligation Fund (USOF) contributions, and private sector investments.
The government aims for a 60:40 public-private funding split, with the private sector expected to contribute substantially in infrastructure deployment and service delivery, particularly in the last-mile connectivity and value-added services segments.

We must ensure the content is relevant, local languages are prioritised, and dedicated support is available to truly empower the most marginalised sections of society.
