New Delhi, October 26, 2023.

In a landmark announcement set to redefine India's economic and environmental trajectory, the Union Government today unveiled the "National Green Energy Transformation Mission" (NGETM), a staggering ₹5 lakh crore initiative designed to supercharge the nation's renewable energy capacity and establish India as a global manufacturing hub for green technologies.

The ambitious policy, approved by the Union Cabinet this morning, promises to create millions of jobs, bolster energy security, and significantly reduce India's carbon footprint, marking a decisive shift towards sustainable development.

Key points

* **₹5 Lakh Crore Investment:** A massive financial outlay over the next seven years to accelerate green energy projects and infrastructure.

* **Gigafactories for Green Tech:** Strong incentives for setting up domestic manufacturing units for solar panels, wind turbines, green hydrogen electrolysers, and advanced battery storage.

* **National Green Grid Expansion:** Significant expansion of the inter-state transmission system to evacuate 500 GW of non-fossil fuel capacity by 2030.

* **Green Hydrogen Mandate:** A phased mandate for industries to adopt green hydrogen, alongside production-linked incentives (PLI) for its manufacturing.

* **Job Creation & Skill Development:** Projected to generate over 6 million direct and indirect jobs, with dedicated skill development programmes.

The National Green Energy Transformation Mission (NGETM) is far more than just an investment plan; it's a comprehensive policy framework targeting a complete overhaul of India's energy ecosystem.

Under the NGETM, the government plans to deploy ₹3.5 lakh crore directly into building out renewable energy generation capacity, including solar parks, wind farms, and hybrid projects, across various states.

A further ₹1.5 lakh crore is earmarked for incentivising the domestic manufacturing of critical green technologies, aiming to reduce India's reliance on imports and foster a robust local supply chain.

The policy lays particular emphasis on the development of 'Green Industrial Corridors' which will offer preferential land allocation, streamlined environmental clearances, and competitive power tariffs for industries setting up manufacturing units for components like high-efficiency solar photovoltaic (PV) modules, advanced wind turbine blades, and large-scale electrolysers for green hydrogen production.

The government expects this thrust to attract both domestic and foreign direct investment (FDI) into the sector.

A significant component of the NGETM is the expansion of the National Green Grid, ensuring that the rapidly increasing renewable energy generation can be efficiently transmitted across the country.

The Power Grid Corporation of India has been tasked with upgrading and expanding transmission lines to facilitate the evacuation of an additional 250 GW of renewable energy by 2030, complementing the existing infrastructure designed for a 500 GW target.

This includes new high-voltage direct current (HVDC) lines and smart grid technologies to manage intermittency.

The mission also introduces a progressive 'Green Hydrogen Consumption Obligation' for sectors such as fertiliser, petroleum refining, and steel, mandating a gradual increase in the proportion of green hydrogen used in their processes.

This is coupled with a dedicated ₹30,000 crore Production-Linked Incentive (PLI) scheme for green hydrogen and its derivatives, aiming to bring down production costs and make it commercially viable.

Union Minister for Power and New & Renewable Energy, R.K.

Singh, addressed a press conference in New Delhi, highlighting the transformative potential of the initiative. "This is India's moment to lead the global green energy transition, not just as a consumer but as a producer and innovator," stated Minister Singh. "The NGETM is our 'Aatmanirbhar Bharat' vision for energy – self-reliant, sustainable, and a significant contributor to the global climate effort.

We envision India becoming the world's factory for green energy technologies, creating millions of skilled jobs right here at home."

Ms.

Priya Sharma, CEO of Surya Shakti Renewables Ltd., a leading Indian renewable energy developer, welcomed the policy. "The NGETM provides the clarity and long-term vision the industry desperately needed.

The financial incentives, coupled with the focus on domestic manufacturing and grid infrastructure, will unlock unprecedented growth.

We are particularly excited about the green hydrogen component; it's a game-changer for decarbonising hard-to-abate sectors and positions India at the forefront of this emerging technology," she commented.

Dr.

Sanjay Kapoor, Senior Fellow at the Centre for Economic Policy Research, lauded the economic stimulus. "A ₹5 lakh crore investment is a substantial injection into the economy, with significant multiplier effects.

Beyond the direct jobs in manufacturing and project execution, we'll see a boom in ancillary industries, logistics, and services.

It's a strategic move to leverage our demographic dividend and transition towards a high-value, sustainable industrial base," Dr.

Kapoor observed, cautioning that efficient execution would be key.

However, environmental groups, while broadly supportive, urged robust safeguards.

Mr.

Rohan Gupta, Director of the Green India Alliance, stated, "While the ambition is commendable, the devil will be in the details of implementation.

We need strict environmental impact assessments for new projects, especially regarding land acquisition and biodiversity protection.

The 'green' in green energy must extend beyond just emissions reductions to holistic ecological stewardship."

The government projects NGETM to add approximately 300 GW of new renewable energy capacity by 2030, taking India's total non-fossil fuel capacity to over 600 GW, exceeding the 500 GW target pledged at COP26.

This expansion is estimated to mitigate over 750 million tonnes of CO2 equivalent emissions annually.

The mission targets a domestic manufacturing capacity of 100 GW for solar PV modules and 30 GW for wind turbine components by 2028.

The green hydrogen PLI scheme aims to produce 5 million metric tonnes (MMT) of green hydrogen annually by 2030, potentially attracting an additional ₹2 lakh crore in private investment.

The skill development programmes will focus on training 2 million individuals in areas such as solar panel installation, wind turbine maintenance, battery technology, and smart grid management, ensuring a skilled workforce for the burgeoning sector.

Background

India has been on a steadfast path towards renewable energy adoption for over a decade, driven by concerns over energy security, rising fossil fuel prices, and climate change commitments.

The country has already achieved significant milestones, including surpassing 175 GW of installed renewable energy capacity.

Previous initiatives like the National Solar Mission, various wind energy schemes, and the FAME India scheme for electric vehicles laid the groundwork.

However, challenges persist, particularly in grid integration, domestic manufacturing capabilities, and the high upfront cost of certain advanced green technologies.

Global pressures to decarbonise economies, coupled with India's own ambitious Intended Nationally Determined Contributions (INDCs) under the Paris Agreement, have provided further impetus for a more aggressive policy push.

The NGETM consolidates and significantly expands upon these prior efforts, signaling a strategic shift towards comprehensive energy independence.

What it means

The National Green Energy Transformation Mission signifies India's firm commitment to not only meeting its climate goals but also leveraging the green transition as a powerful engine for economic growth and geopolitical influence.

For the Indian economy, it promises a paradigm shift from a fossil-fuel-dependent model to a sustainable, high-tech industrial base.

It will foster innovation, attract substantial investment, and create a vast array of new jobs, particularly in rural and semi-urban areas where large-scale projects are typically located.

For consumers, it could eventually translate into more stable and potentially lower electricity tariffs as renewable energy costs continue to fall.

Environmentally, the policy is crucial for India to meet its net-zero targets and improve air quality.

Globally, it positions India as a leader in green technology development and manufacturing, potentially influencing global supply chains and reducing dependence on a few dominant players.

This could also enhance India's diplomatic leverage in international climate negotiations and trade discussions.

The emphasis on domestic manufacturing means reduced import bills, a stronger rupee, and enhanced national security through energy self-reliance.

Reactions

Initial reactions to the NGETM have been largely positive across political and industrial spectrums.

Opposition parties, while welcoming the ambition, have urged the government to ensure equitable distribution of benefits and address potential land acquisition concerns transparently.

State governments, especially those with high renewable energy potential like Rajasthan, Gujarat, and Tamil Nadu, have expressed eagerness to collaborate, anticipating significant investment and job creation in their regions.

Industry bodies, including FICCI and CII, have hailed the policy as a "visionary step" that will de-risk investments and create a predictable policy environment.

Small and medium enterprises (SMEs) are also optimistic about opportunities in the ancillary ecosystem, from component supply to maintenance services.

However, some energy analysts have pointed out the substantial execution risks, particularly concerning inter-ministerial coordination, financing mechanisms, and the timely upgrade of grid infrastructure.

The public reaction, while still nascent, appears to be broadly supportive, with many citizens hopeful for cleaner air and a more sustainable future.

What happens next

The immediate next steps involve the Ministry of New and Renewable Energy, in collaboration with the Ministry of Finance and other relevant ministries, drafting detailed guidelines and specific scheme documents for the various components of NGETM.

Consultations with state governments, industry stakeholders, and environmental bodies are expected to commence swiftly to refine the implementation framework.

The government is likely to set up a high-powered 'National Green Energy Task Force' to oversee the mission's execution, monitor progress, and resolve inter-agency bottlenecks.

Investment promotion roadshows, both domestically and internationally, will be crucial to attract the targeted private capital.

The first tranche of funds for critical infrastructure projects and manufacturing incentives is expected to be released within the next fiscal year.

The success of NGETM will hinge on stringent monitoring, adaptive policy adjustments, and overcoming potential challenges in land acquisition, technology transfer, and grid stability.

The coming months will be critical in translating this ambitious vision into tangible progress on the ground.
