India Unveils 'Agri-Tech Revitalisation Policy' to Revolutionise Farming, Boost Farmer Incomes

The ambitious policy, announced by Union Minister for Agriculture & Farmers' Welfare, Shri Rajendra Singh, promises an unprecedented investment of ₹1.5 lakh crore over the next five years, directly targeting enhanced productivity, improved farmer incomes, and bolstered food security across the nation.

Shri Rajendra Singh, addressing a press conference at Vigyan Bhawan, articulated the policy's vision, stating, "This is not merely a policy; it is a declaration of our unwavering commitment to transforming Indian agriculture into a globally competitive, resilient, and prosperous sector. We envision a future where every farmer, regardless of landholding, has access to the best technology and market opportunities."

The policy outlines several strategic pillars. Firstly, it proposes significant subsidies for the adoption of precision agriculture technologies. Farmers will be eligible for up to 50% subsidy on the purchase of agricultural drones for spraying pesticides and monitoring crop health, sensor-based irrigation systems, and AI-driven platforms for soil analysis and crop advisories. The government estimates that this move alone could boost crop yields by 15-20% in areas where these technologies are adopted. A budget of ₹30,000 crore has been allocated specifically for these subsidies in the first two years.

Secondly, the policy mandates the establishment of Agri-Tech Innovation Hubs. These hubs, envisioned as centres of excellence, will facilitate research and development in areas like climate-resilient crops, sustainable farming practices, and value-added processing. The plan includes setting up 10 National Agri-Tech Innovation Hubs in major agricultural universities and 50 Regional Agri-Tech Support Centres at the district level. Furthermore, the existing PM-KISAN scheme beneficiaries will receive an additional top-up incentive of ₹2,000 annually for two years if they successfully complete a certified agri-tech training program and adopt at least one new technology. This is projected to benefit over 7 crore small and marginal farmers.

Fourthly, market linkages are set to be revolutionised. The NAR-P will accelerate the integration of the e-NAM platform with private mandi networks and introduce a standardised digital quality assessment framework for agricultural produce. This means that produce quality, once assessed digitally, will fetch transparent and fair prices, reducing exploitation by middlemen. A pilot project in 100 districts will roll out blockchain-enabled supply chain tracking to ensure traceability and quality assurance for export-oriented crops.

Dr. Priya Sharma, Senior Economist at the Institute for Policy Studies, lauded the comprehensive approach. "The NAR-P is a paradigm shift from traditional input-based subsidies to technology-driven growth. It wisely addresses both the supply side – through productivity gains – and the demand side – through better market access and price realisation. The focus on small and marginal farmers through tailored financial products is particularly commendable, as they are often the last to benefit from technological advancements," she commented, while cautioning about the need for robust implementation mechanisms and digital infrastructure in rural areas.

Reactions

Initial reactions to the NAR-P have been largely positive, though some farmer groups have expressed reservations regarding implementation details.

Union Finance Minister Smt. Nirmala Devi hailed the policy as a "game-changer" that would propel India into a new era of agricultural prosperity. "This bold initiative reflects our government's commitment to empowering our Annadatas and ensuring their rightful place in India's economic progress. The investment of ₹1.5 lakh crore is a testament to the scale of our ambition," she stated in a press release.

From the opposition benches, Congress spokesperson Shri Rohan Gupta acknowledged the intent but raised concerns about the practicalities. "While the vision is commendable, we must ensure this doesn't become another policy that benefits only large corporate farms. The government must guarantee equitable access to technology and credit for the smallest of farmers, and transparency in implementation is paramount," he remarked, urging the government to engage proactively with all stakeholders.

Suresh Patil, General Secretary of the Bharat Kisan Union (BKU), offered a mixed reaction. "We welcome any policy that genuinely aims to improve the lives of farmers. The idea of technology and better market access is good. However, past experiences teach us that the devil is in the details. Will the subsidies reach the poorest? Will the innovation hubs be accessible to farmers in remote villages? We will closely monitor the implementation and demand accountability," Patil told Toofan Express, stressing the need for robust grievance redressal mechanisms. He also expressed hope that the policy would genuinely address the issue of Minimum Support Price (MSP) for tech-enabled produce.

Industry bodies have reacted with enthusiasm. Mr. Vivek Sharma, President of the Agri-Tech Startups Association of India, commented, "This policy is a massive boost for the entire agri-tech ecosystem. It provides the necessary demand-side push and creates an enabling environment for innovation, investment, and growth. We anticipate a surge in agri-tech startups and job creation in this sector."

What happens next

Following today's announcement, the Ministry of Agriculture & Farmers' Welfare is expected to roll out detailed guidelines and implementation frameworks for the NAR-P within the next three months. Task forces will be constituted at both central and state levels to oversee the allocation of funds, establishment of innovation hubs, and execution of subsidy schemes.

A nationwide awareness campaign, 'Kisan Tech Prasar Abhiyan', is planned to educate farmers about the various components of the policy and guide them through the application processes for subsidies and credit lines. Collaborative workshops with agricultural universities, Krishi Vigyan Kendras (KVKs), and agri-tech companies will begin shortly to finalise curriculum for the skill development programs.

The initial phase of technology deployment, including the drone subsidy scheme, is slated to commence by the next Rabi season. The government has indicated that a mid-term review of the policy's impact will be conducted after two years to assess its effectiveness and make necessary adjustments. The success of NAR-P will largely depend on seamless coordination between central and state governments, active participation from farmers, and the willingness of the private sector to invest in rural technology infrastructure.
