New Delhi, Delhi – In a landmark move poised to reshape India’s economic landscape, the Union Government today unveiled the comprehensive National Manufacturing & Export Growth (NMEG) Policy, an ambitious blueprint designed to catapult the nation into a global manufacturing and export powerhouse.

Dubbed 'Make for the World', the policy targets an increase in manufacturing's share of GDP to 25% by 2030 and aims to nearly double India's goods exports to $1 trillion within the same timeframe, signalling a decisive pivot towards export-led growth and deepened integration into global supply chains.

The announcement, made by Union Finance Minister Nirmala Sitharaman, underscores the government's resolve to capitalise on global supply chain realignments and attract significant foreign direct investment (FDI) into high-value manufacturing.

Key points

* **Aggressive Targets:** Aims to raise manufacturing's contribution to GDP from the current 17% to 25% by 2030 and achieve $1 trillion in goods exports, creating an estimated 50 million direct and indirect jobs.

* **Robust Incentives:** Introduces enhanced Production-Linked Incentive (PLI) schemes across 15 identified 'champion sectors', coupled with attractive tax holidays for new manufacturing units and accelerated depreciation benefits for advanced machinery.

* **Priority Sectors:** Focuses on electronics, semiconductors, advanced chemicals, pharmaceuticals, automobiles (including EVs), renewable energy components, textiles, and defence equipment.

* **Ease of Doing Business:** Promises a 'single-window' digital clearance system for all manufacturing approvals, rationalisation of labour laws, and a new dispute resolution mechanism tailored for industrial investments.

* **Infrastructure & Skills:** Commits to a ₹10 lakh crore investment in dedicated industrial corridors, port modernisation, multi-modal logistics parks, and a nationwide skill development programme aligned with industry needs.

Details of the NMEG policy reveal a multi-pronged strategy encompassing financial incentives, infrastructure upgrades, and regulatory reforms.

The government has earmarked an additional ₹2.5 lakh crore over the next five years for the expanded PLI schemes, strategically targeting sectors where India possesses a competitive advantage or has critical import dependencies.

"This policy is not just about increasing our manufacturing output; it's about building an India that is a reliable, high-quality manufacturing base for the entire world," stated Finance Minister Nirmala Sitharaman during a press briefing at Vigyan Bhawan. "We are creating an ecosystem that fosters innovation, attracts cutting-edge technology, and ensures that Indian-made products are synonymous with excellence globally.

Our aim is to make India the factory of the world, providing jobs and prosperity to millions of our citizens."

The policy also outlines the creation of a 'National Manufacturing & Export Facilitation Board' (NMEFB), a high-powered body chaired by the Prime Minister, to ensure seamless inter-ministerial coordination and expeditious resolution of industry concerns.

Furthermore, state governments will be incentivised to adopt progressive land acquisition and labour reform policies, with central assistance linked to their performance in attracting investments.

Union Minister for Commerce & Industry, Piyush Goyal, emphasised the policy's export dimension. "Our 'Make for the World' vision is intrinsically linked to boosting our exports.

We are moving beyond merely 'Make in India' to 'Make in India for the World'.

The NMEG policy provides critical support for our exporters, from streamlined customs procedures to access to global market intelligence and enhanced export credit facilities.

We are confident this will help us achieve our ambitious export targets and significantly improve our trade balance," Goyal asserted.

Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), Anurag Jain, provided insights into the operational aspects. "The single-window clearance portal, which will be operational within six months, aims to reduce the average time for obtaining industrial clearances by 50%.

We are also setting up dedicated fast-track courts for commercial disputes involving foreign investors, ensuring timely justice and boosting investor confidence," Jain explained.

The NMEG Policy builds upon the foundations laid by the 'Make in India' initiative launched in 2014, which aimed to boost domestic manufacturing.

While 'Make in India' saw some successes, particularly in defence and electronics assembly, its broader impact on manufacturing's GDP share and job creation has been modest.

The COVID-19 pandemic exposed vulnerabilities in global supply chains, prompting many multinational corporations to diversify their production bases away from singular dependencies.

Against this backdrop, the government has accelerated efforts to position India as a viable alternative manufacturing destination.

Factors like a large domestic market, a young workforce, and competitive labour costs have always been India's strengths.

However, challenges such as high logistics costs, complex regulatory frameworks, and insufficient infrastructure have historically hampered its full potential.

The NMEG policy attempts to directly address these systemic issues, leveraging India's demographic dividend and growing technological capabilities within the broader 'Atmanirbhar Bharat' (Self-Reliant India) vision.

What it means

For businesses, particularly multinational corporations and large domestic enterprises, the NMEG policy presents an unprecedented opportunity for expansion and new investments.

The enhanced PLI schemes promise significant financial benefits for setting up or expanding production in target sectors, making India more competitive against Southeast Asian nations.

For Micro, Small, and Medium Enterprises (MSMEs), the policy offers integration into larger value chains, access to advanced technology, and improved credit flow, potentially transforming them into crucial ancillary units for global giants.

For the Indian workforce, the policy holds the promise of significant job creation – not just in blue-collar manufacturing roles, but also in related services, logistics, and R&D.

Reactions

The policy has been largely welcomed by industry leaders, economists, and international observers, albeit with calls for robust implementation.

Madhavan, President of the Confederation of Indian Industry (CII), lauded the policy as a "game-changer for Indian manufacturing." He stated, "The explicit focus on 'Make for the World' sends a clear signal of India's export ambitions.

The combination of PLI schemes, infrastructure push, and regulatory simplification addresses many long-standing demands of the industry.

We anticipate a surge in both domestic and foreign investment in the coming years."

Dr.

Shobha Sharma, a prominent economist and Professor at IIM-Bengaluru, expressed cautious optimism. "The NMEG policy is undoubtedly ambitious and well-structured on paper.

The targets are achievable if execution is flawless.

The devil, as always, will be in the details of implementation, coordination between central and state governments, and swift resolution of ground-level challenges," she remarked.

However, some labour unions voiced concerns regarding the potential impact of proposed labour law rationalisations. "While job creation is welcome, we must ensure that worker rights and welfare are not compromised in the pursuit of ease of doing business," commented Raman Kumar, General Secretary of the All India Trade Union Congress (AITUC). "The government must involve labour representatives in formulating the final labour code amendments to ensure a fair deal for all."

Opposition parties offered mixed reactions.

While acknowledging the need for manufacturing growth, some questioned the implementation capabilities of the current government. "We welcome any policy that strengthens our economy and creates jobs, but we have seen ambitious announcements before that fail to translate into tangible results on the ground," said a spokesperson for a leading opposition party, demanding greater transparency and accountability in the policy's rollout.

What happens next

The immediate next steps involve the various ministries drafting detailed guidelines and eligibility criteria for the expanded PLI schemes and other incentives.

The NMEFB is expected to hold its inaugural meeting within the next month to chalk out a detailed implementation roadmap.

The government plans to embark on a series of investment roadshows globally, showcasing India's manufacturing potential and the benefits offered by the NMEG policy.

Simultaneously, consultations with state governments and industry stakeholders will commence to finalise the regulatory reforms, including amendments to labour laws and land acquisition processes.

Legislative changes, where necessary, are expected to be brought before Parliament in upcoming sessions.

The success of the NMEG policy will heavily depend on sustained political will, seamless Centre-state cooperation, and a responsive administrative machinery capable of translating policy intent into on-ground reality.
