New Delhi, October 26 — In a landmark move poised to reshape India's industrial landscape, the Union Cabinet today approved the 'National Accelerated Manufacturing Zones' (NAMZ) policy, a comprehensive framework designed to attract massive investments, boost domestic production, and generate millions of jobs.

The ambitious initiative promises a radical overhaul of regulatory processes and offers unparalleled incentives, targeting key high-growth sectors with an aim to make India a global manufacturing powerhouse, reducing dependence on imports and firmly establishing its position in global supply chains.

Key points

* Establishment of dedicated National Accelerated Manufacturing Zones (NAMZ) with a sharp focus on ease of doing business and rapid project implementation.

* Government targets ₹10 lakh crore (approximately $120 billion) in fresh manufacturing investments over the next five years.

* Policy projected to create over 5 million direct and indirect jobs, particularly in high-skill manufacturing sectors.

* Features include a truly single-window clearance system, significant corporate tax holidays for new units, and world-class plug-and-play infrastructure.

* Priority sectors identified are semiconductors, advanced electronics, electric vehicle (EV) components, and high-precision medical devices.

The NAMZ policy stands distinct from previous manufacturing promotion schemes due to its aggressive focus on speed, scale, and sector-specific incentives.

Under the new framework, designated zones across various states will be developed with 'plug-and-play' infrastructure, ensuring companies can commence operations with minimal lead time.

This includes readily available land parcels, assured power supply, robust water management, dedicated logistics corridors, and high-speed data connectivity.

The policy introduces a truly single-window clearance system, consolidating approvals from central and state ministries and departments into a digital portal, aiming to grant permits within a defined, expedited timeline, potentially as short as 15-30 days for greenfield projects.

For new manufacturing units established within NAMZ, the government has announced a significant corporate tax holiday of up to 10 years, contingent on investment thresholds and job creation metrics.

Additionally, capital expenditure subsidies and Production-Linked Incentive (PLI) scheme top-ups will be made available for units in critical sectors such as semiconductor fabrication, advanced electronics assembly, Electric Vehicle (EV) battery and component manufacturing, and high-precision medical devices.

A dedicated inter-ministerial task force, chaired by the Cabinet Secretary, will oversee the implementation, ensuring seamless coordination between central and state governments.

The policy also includes provisions for skill development centres within or near NAMZ, collaborating with industry to create a ready pool of skilled labour tailored to the demands of advanced manufacturing.

Union Finance Minister Smt.

Nirmala Sitharaman, addressing the press following the Cabinet meeting, articulated the government's bold vision. "The NAMZ policy is not just an incremental step; it is a quantum leap for 'Aatmanirbhar Bharat' and 'Make in India'," she declared. "We are sending an unambiguous signal to global and domestic investors: India is ready to be your preferred manufacturing destination.

This policy will not only diversify our economic base but also embed India more deeply into global value chains, creating high-value jobs for our youth and ushering in an era of technological self-reliance."

Dr.

Pramod Gupta, Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), detailed the operational mechanics. "Our focus is on de-risking investments and accelerating project execution.

The unified digital platform will track all applications in real-time, eliminating bureaucratic bottlenecks.

We expect the first tranche of NAMZ sites to be identified and announced within the next six months, with initial investment proposals processed by early next year." He added that rigorous environmental and social impact assessments would be integrated into the expedited clearance process, ensuring sustainable development.

Mr.

Anand Sharma, President of the Confederation of Indian Industry (CII), lauded the policy. "This is precisely the kind of bold, proactive policy intervention the industry has been advocating for," he stated. "The combination of swift clearances, significant tax incentives, and dedicated infrastructure addresses critical pain points.

We anticipate a surge in both domestic and foreign direct investment, particularly in sectors that require a stable, predictable, and efficient operating environment.

This positions India to capture a significant share of global manufacturing relocating from other geographies."

Dr.

Rhea Kapoor, Senior Economist at Policy Dynamics India, offered a balanced perspective. "The NAMZ policy holds immense potential to unlock India's manufacturing capabilities, especially by targeting high-tech sectors where value addition is substantial.

The emphasis on skill development is crucial.

However, successful implementation will hinge on genuine cooperation between the Centre and states, and the ability to maintain the integrity of environmental and labour standards within the expedited framework.

The challenge will be to ensure these zones don't become enclaves, but rather integrate with the broader economy, fostering a trickle-down effect."

The government’s ambitious target of attracting ₹10 lakh crore (approximately $120 billion at current exchange rates) in manufacturing investments within the next five years, and the creation of over 5 million direct and indirect jobs, represents a significant uplift from previous growth trajectories.

Currently, the manufacturing sector contributes around 17% to India's GDP, a figure the new policy aims to increase to over 25% by 2030, bringing it closer to the levels seen in advanced economies and emerging industrial powers like Vietnam and South Korea.

This growth is anticipated to primarily stem from the targeted sectors which currently represent a combined import bill of over $50 billion annually, offering immense scope for import substitution and export promotion.

Background

The NAMZ policy is a logical, albeit aggressive, evolution of India's long-standing push for industrialization, notably the 'Make in India' initiative launched in 2014, and the more recent 'Aatmanirbhar Bharat' (Self-Reliant India) campaign.

While previous efforts focused on broad-based incentives and sector-specific Production-Linked Incentive (PLI) schemes, critics often pointed to persistent bureaucratic hurdles, challenges in land acquisition, and infrastructure deficits as impediments to large-scale, rapid manufacturing growth.

The global supply chain disruptions caused by the COVID-19 pandemic and geopolitical realignments have underscored the strategic imperative for nations to diversify and strengthen their domestic manufacturing capabilities.

India, with its vast domestic market and youthful workforce, is uniquely positioned to capitalize on this global shift, provided the policy environment is sufficiently enabling.

The NAMZ policy seeks to address these historical challenges head-on by creating insulated, highly efficient ecosystems for manufacturing excellence.

What it means

This policy signals a renewed, focused determination by the Indian government to pivot its economy towards high-value manufacturing, moving beyond its traditional strengths in services and agriculture.

For India, it means enhanced economic resilience, reduced vulnerability to global supply chain shocks, and a significant boost to export potential.

The focus on high-tech sectors like semiconductors and EV components is particularly strategic, placing India at the forefront of future technologies rather than merely playing catch-up.

For states, it offers an unprecedented opportunity to attract large-scale industrial projects, leading to local job creation, infrastructure development, and increased revenue.

It could also foster greater competition among states to offer conducive environments, further streamlining processes.

The policy aims to create a robust ecosystem that supports not just large anchor units but also a network of Small and Medium Enterprises (SMEs) that would serve as ancillaries, thereby distributing economic benefits more widely.

Reactions

Initial reactions from the business community have been overwhelmingly positive, with major industry associations expressing strong support.

Stock markets reacted favourably to the news, with manufacturing and capital goods indices showing an upward trend.

However, some environmental activists have voiced concerns regarding the potential for expedited clearances to compromise ecological safeguards, urging the government to maintain stringent oversight. "While economic growth is vital, it must not come at the cost of our environment.

We hope the 'expedited' process does not mean 'diluted' environmental impact assessments," remarked Ms.

Priya Singh, a spokesperson for the Environmental Action Network.

Labour unions, while welcoming the promise of job creation, have called for strong provisions to ensure fair wages, safe working conditions, and adherence to labour laws within these zones, particularly given the pace of development envisioned.

Political opposition parties have generally adopted a wait-and-watch approach, with some questioning the policy's efficacy compared to previous schemes and emphasizing the need for robust monitoring and accountability.

What happens next

The immediate next steps involve the formation of the high-powered inter-ministerial task force, which will finalize the detailed operational guidelines for NAMZ.

This task force will then initiate consultations with state governments to identify potential locations, considering factors such as land availability, existing infrastructure, and connectivity.

The government is expected to launch an aggressive global outreach campaign to attract foreign investors, showcasing the new policy's benefits.

The first few NAMZ are anticipated to be announced and operational within the next 12-18 months.

Critical to the policy's long-term success will be the government's ability to consistently deliver on its promises of swift clearances, stable policy environment, and robust infrastructure, while also effectively managing the challenges of land acquisition, skill development matching industry needs, and ensuring sustainable and equitable growth across regions.

The true test will be transforming policy ambition into on-ground industrial reality.
