India Unveils Massive Green Skill Scheme to Fuel Job Growth, Climate Goals

New Delhi, Delhi — In a monumental stride towards sustainable development and youth empowerment, the Union Cabinet today approved the launch of the National Green Skill Development & Employment Guarantee Scheme (NGSDEGS).
This ambitious program, backed by an initial allocation of ₹50,000 crore over the next five years, aims to equip over two million Indian youth with specialized skills for the burgeoning green economy by 2030, simultaneously offering an employment guarantee component.
Unveiled by Union Minister for Skill Development and Entrepreneurship, Dr.
Mahendra Singh Rathore, the NGSDEGS is designed to bridge the critical skill gap in India’s rapidly expanding renewable energy, waste management, sustainable agriculture, and electric mobility sectors.
The scheme's unique employment guarantee provision, modelled partially on existing successful rural employment programs but tailored for skilled roles, is expected to provide a crucial safety net and accelerate job creation in environmentally conscious industries.

We are not only training our youth for the jobs of tomorrow but also ensuring they have a clear path to employment, contributing directly to our climate action targets and economic growth.”

The Ministry of Skill Development and Entrepreneurship, in collaboration with the Ministry of Environment, Forest and Climate Change, and various industry bodies, has developed over 30 new green job roles and corresponding curricula.
These roles include 'Solar Panel Installation Technician', 'EV Charging Station Operator', 'Waste Segregation and Recycling Specialist', 'Organic Farm Supervisor', and 'Green Building Assistant'.
The employment guarantee aspect of the scheme is particularly noteworthy.
Upon successful completion of training and certification, beneficiaries will be registered on a national Green Jobs Portal.
The government will facilitate their placement in private sector green enterprises through partnerships and incentives, including partial wage subsidies for employers.
For those not immediately absorbed by the private sector, state governments will identify and create green infrastructure projects – such as urban forestation, watershed management, renewable energy micro-grid development, and public sanitation upgrades – under which the guaranteed 100 days of employment will be provided at prevailing minimum wage rates.

It directly tackles the twin challenges of youth unemployment and skill mismatch in a rapidly evolving economy.
By creating a dedicated, skilled green workforce, India is not just fostering new industries but also enhancing its competitiveness in global green markets and strengthening its energy independence.” Dr.
Sharma also highlighted the potential for significant multiplier effects on local economies, particularly in rural and semi-urban areas where many green projects are situated.

India has set ambitious targets to achieve 500 GW of non-fossil fuel energy capacity by 2030 and reach Net Zero emissions by 2070.

While previous skill development initiatives like the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) have made strides, a dedicated, large-scale program for green skills with an employment guarantee component has been a long-standing demand.

Opposition parties, while generally supportive of the intent, called for robust oversight. “The idea is commendable, but the devil is in the details,” remarked Smt.
Kavita Reddy, a spokesperson for a prominent opposition party. “We need transparent mechanisms for fund utilization, quality control in training, and an independent audit of the employment guarantee.
Past schemes have sometimes fallen short on ground-level execution.”
Environmental NGOs welcomed the focus on green jobs.

If there’s a guarantee of work, even for some days, it makes a huge difference for my family.”
What happens next
The Ministry of Skill Development and Entrepreneurship, along with state skill development missions, will immediately begin identifying and upgrading existing ITIs and polytechnics to serve as Green Skill Centres (GSCs).
A national task force will be constituted to oversee the implementation, curriculum development, and industry linkages.
Pilot projects are expected to roll out in select districts within the next six months, focusing on high-demand green job roles.
The government plans to launch a national awareness campaign to inform youth, especially in rural and remote areas, about the opportunities presented by NGSDEGS.
