India Unveils Landmark Logistics Policy: ₹5 Lakh Cr Boost to Infrastructure, Efficiency

New Delhi, 23 July 2024: In a monumental stride aimed at transforming India's economic landscape, the Union Government today unveiled the "National Logistics Modernisation and Efficiency Policy" (NLMEP), a comprehensive framework designed to slash logistics costs, enhance supply chain efficiency, and bolster the nation's global competitiveness.

Announcing the ambitious policy, Union Minister for Commerce and Industry Smt.

Anuradha Singh stated that the government has earmarked an unprecedented ₹5 lakh crore investment over the next five years, signaling a pivotal shift towards integrated, technology-driven logistics infrastructure.

The move is expected to drastically reduce India's logistics costs from the current high of 14% of GDP to a global benchmark of 8% by 2029, a change projected to unlock significant economic growth and job creation across various sectors.

The policy seeks to create a seamless, cost-effective, and environmentally sustainable logistics ecosystem by focusing on five core pillars: Infrastructure Development, Digitalisation and Data Utilisation, Skill Development and Capacity Building, Regulatory Simplification, and Green Logistics Initiatives.

Under Infrastructure Development, the ₹5 lakh crore outlay will be channelled into expanding and upgrading dedicated freight corridors, particularly the Eastern and Western DFCs, and initiating new North-South and East-West corridors.

Crucially, the policy stresses "first and last-mile connectivity" to these corridors, integrating industrial clusters, agricultural hubs, and consumption centres directly into the high-speed logistics network.

Plans include the development of 35 multi-modal logistics parks (MMLPs) in strategic locations, equipped with state-of-the-art warehousing, cold storage facilities, and advanced cargo handling equipment.

Port automation and the deepening of waterways for enhanced navigation capacity also form a significant part of this pillar.

Digitalisation is at the heart of NLMEP.

The "Logi-Setu" platform is envisioned as a single-window digital portal that will integrate data from various ministries (Road Transport, Railways, Shipping, Civil Aviation, Customs) and private logistics players.

This integration aims to provide real-time tracking, predictive analytics for demand forecasting, and smart route optimisation using AI and machine learning. "This platform will be a game-changer," stated Dr.

Rohan Sharma, Vice Chairperson of NITI Aayog, "It will eliminate information asymmetry, reduce transit times, and drastically cut down on paperwork, making India's supply chain truly intelligent."

The policy also addresses the critical shortage of skilled manpower in the logistics sector.

A National Logistics Academy will be established, offering certified courses in supply chain management, warehousing operations, freight forwarding, and data analytics for logistics.

This initiative aims to upskill existing personnel and prepare a future-ready workforce for the technologically advanced logistics sector.

Regulatory simplification involves streamlining permits, approvals, and inter-state movement of goods, building on the success of GST.

A high-level National Logistics Council, chaired by the Prime Minister, will oversee the implementation and address inter-ministerial coordination challenges, ensuring swift execution and grievance redressal.

Furthermore, a significant component of NLMEP is its focus on Green Logistics.

Incentives will be provided for the adoption of electric vehicles in freight transport, the use of renewable energy in warehouses, and the optimisation of routes to reduce carbon emissions. "Our commitment is not just to efficiency, but to sustainability," affirmed Smt.

India’s logistics sector, valued at over USD 200 billion, has long been plagued by high costs and inefficiencies, hindering its potential as a global manufacturing and export hub.

The current logistics cost of approximately 14% of GDP is significantly higher than global averages of 8-10% in developed economies like the US and Europe, and even higher than emerging economies like China (around 10%).

This disparity translates into higher product costs for consumers and reduced competitiveness for Indian businesses in international markets.

Vikram Soni, President of the All India Manufacturers' Association (AIMA), lauded the policy as a "historic decision that will unlock India's manufacturing potential." He stated, "For too long, high logistics costs have been the Achilles' heel for our industries.

This ₹5 lakh crore investment and the focus on multimodal integration will provide the much-needed competitive edge.

We anticipate a significant surge in both domestic production and exports."

Dr.

Sunita Kapoor, a leading economic analyst and Senior Fellow at the Indian Institute of Economics, highlighted the policy's comprehensive approach. "The NLMEP goes beyond mere infrastructure spending.

Its emphasis on digitalization, skill development, and regulatory reform creates a holistic ecosystem," she observed. "The target of 8% of GDP for logistics costs is ambitious but achievable with this concerted effort.

It signals India's serious intent to become a global supply chain hub."

Representatives from state governments, particularly those with significant industrial and agricultural output, have expressed strong support.

The Chief Minister of Gujarat, in a statement, welcomed the move, asserting that "Gujarat, with its extensive coastline and industrial corridors, stands ready to partner with the Centre to implement this vision.

Our ports and upcoming MMLPs will be critical nodes in this national network."

However, some experts cautioned that effective implementation would be key. "The vision is clear, and the funding is substantial," noted a logistics consultant speaking anonymously, "but overcoming bureaucratic hurdles, ensuring inter-state cooperation, and maintaining the quality of infrastructure development will be crucial for the policy's success. The proof will be in the execution."

What happens next

Following the announcement, the Ministry of Commerce and Industry is expected to establish an empowered inter-ministerial task force within the next two weeks to begin drafting detailed implementation guidelines for the NLMEP.

The National Logistics Council, to be chaired by the Prime Minister, is likely to convene its first meeting within the next three months to set strategic priorities and monitor progress.

Tenders for the first phase of MMLP development and connectivity projects are anticipated to be floated by the end of the current fiscal year.

Parallelly, NITI Aayog will lead the development of the "Logi-Setu" digital platform, with pilot projects expected to commence in select freight corridors within six to nine months.

The National Logistics Academy's framework and curriculum are also expected to be finalised swiftly, with initial skill development programmes rolling out by early next year.
