NEW DELHI — In a landmark policy decision poised to redefine India's human capital landscape, the Union Cabinet today unveiled the 'Pradhan Mantri Kaushal Unnati Yojana (PMKUY)', a comprehensive national initiative designed to equip five crore Indian youth with industry-relevant skills over the next five years.

With an ambitious outlay of ₹1.75 lakh crore, the scheme aims to bridge the persistent skill gap, enhance employability, and align the workforce with the demands of a rapidly evolving global economy.

The announcement, made following a Cabinet meeting chaired by the Prime Minister, underscores the government's commitment to harnessing India's demographic dividend and fostering a skilled, future-ready workforce.

The PMKUY moves beyond traditional vocational training, focusing heavily on emerging technologies like Artificial Intelligence, data science, green skills, advanced manufacturing, and logistics, ensuring India remains competitive on the world stage.

Rakesh Sharma, Union Minister for Skill Development and Entrepreneurship, highlighted the transformative potential of the PMKUY. "This is not just another scheme; it is a national resolve to empower our youth and secure India's position as a global skill hub," Minister Sharma stated. "The PMKUY embodies a holistic approach – from identifying future skill demands to providing world-class training, robust certification, and assured employment linkages.

Our aim is to make 'Kaushal Se Shakti' (Skill to Strength) a reality for every eligible Indian."

The policy outlines a multi-pronged strategy.

It will establish a network of 'Centre for Advanced Skilling and Innovation (CASI)' across the country, equipped with state-of-the-art infrastructure and industry-standard trainers.

These centres will focus on high-demand, high-growth sectors, often operating in a hub-and-spoke model with existing Industrial Training Institutes (ITIs) and Jan Shikshan Sansthans (JSS).

Furthermore, a significant portion of the ₹1.75 lakh crore budget is earmarked for outcome-based incentives to training partners, ensuring quality delivery and placement success.

A dedicated 'National Skilling Fund' will be created, inviting contributions from both public and private sectors, including corporate social responsibility (CSR) funds.

Official data from the Ministry of Skill Development and Entrepreneurship indicates that despite significant efforts, only about 5% of India's workforce has formal vocational training, compared to 70-80% in developed nations.

Following the Cabinet approval, the Ministry of Skill Development and Entrepreneurship is expected to fast-track the development of detailed guidelines and operational manuals for PMKUY.

Expression of Interest (EOI) for training partners and CASI development will be floated within the next three months.
