New Delhi: In a pivotal move set to redefine India's economic and environmental trajectory, the Union Cabinet today gave its assent to the establishment of the National Green Infrastructure Fund (NGIF), a massive Rs 10 lakh crore initiative aimed at accelerating the nation's transition to a green economy.

Unveiled by Union Finance Minister Nirmala Sitharaman, the fund will be deployed over the next five financial years, targeting critical sectors from renewable energy and electric mobility to sustainable urban development and climate-resilient agriculture.

The announcement comes as India strengthens its commitment to its 'Panchamrit' goals declared at COP26, seeking to balance rapid economic growth with ecological preservation.

The NGIF is poised to be a cornerstone of this strategy, fostering both public and private investment in projects that reduce carbon footprint, enhance resource efficiency, and build environmental resilience.

Elaborating on the fund's objectives, Union Finance Minister Nirmala Sitharaman stated, “The National Green Infrastructure Fund is more than just an investment; it is a visionary commitment to future-proofing our economy and environment.

We are not only addressing climate change but also unlocking new avenues for growth, innovation, and employment.” She highlighted that the fund would act as a catalyst, bridging financing gaps for green projects that often struggle to secure traditional funding due to perceived risks or long gestation periods.

The NGIF will deploy capital across various verticals.

Approximately 40% of the fund is earmarked for enhancing India's renewable energy capacity, aiming to accelerate the target of 500 GW by 2030.

This includes significant investments in solar parks, wind energy projects, and grid modernization.

Another 25% is dedicated to advancing electric mobility, encompassing the rapid expansion of EV charging infrastructure, battery manufacturing facilities, and incentives for fleet electrification.

Sustainable urban development, including green buildings, urban forestry, and efficient public transport systems, will receive 20% of the allocation.

The remaining 15% will be channelled into critical areas such as green hydrogen research and production, sustainable agriculture practices, water conservation, and large-scale afforestation and ecological restoration projects.

Rakesh Sharma, Secretary, Ministry of Environment, Forest and Climate Change, lauded the initiative, stating, “This fund is a monumental step towards fulfilling our national climate commitments and protecting our rich biodiversity.

It provides the financial muscle needed to implement large-scale environmental projects that were previously aspirational.

We anticipate a significant positive impact on air and water quality, and a boost to ecological resilience nationwide.”

The fund’s structure encourages public-private partnerships (PPPs) and incentivises innovative financing models.

The government's initial outlay will primarily serve as viability gap funding, interest subvention, and credit guarantees to de-risk private sector investments.

It will also support research and development in green technologies, fostering an ecosystem for home-grown solutions.

Suresh Prabhu, President of the Confederation of Indian Industry (CII), expressed strong optimism. “The NGIF is a massive shot in the arm for India’s green industries.

It provides much-needed investment certainty and scale, which will attract both domestic and foreign capital into critical sectors.

We expect to see a surge in green manufacturing, technology adoption, and skilled job creation across the country,” he remarked.

Official projections indicate that the NGIF could unlock an additional Rs 30 lakh crore (approx.

USD 360 billion) in private and international investment over the next decade.

The fund aims to support the creation of nearly 1 million new EV charging stations, facilitate the deployment of 50 GW of new renewable energy capacity, and enable the establishment of 10 large-scale green hydrogen production hubs.

Background

India has been a vocal advocate for climate action on the global stage, articulating ambitious goals, particularly under the 'Panchamrit' pledges made at COP26 in Glasgow.

These commitments include achieving net-zero emissions by 2070, meeting 50% of energy requirements from renewable sources by 2030, and reducing the total projected carbon emissions by one billion tonnes by 2030.

While significant progress has been made in renewable energy expansion, the scale of investment required to meet these targets across all sectors remains immense.

The existing financial architecture, while supportive, often falls short of the unique requirements and risks associated with green projects.

The NGIF addresses this critical gap, building upon previous initiatives like the National Clean Energy Fund (NCEF) but with a significantly broader scope and deeper financial commitment.

Reactions

The announcement has largely been met with enthusiasm from industry leaders and environmental groups, albeit with calls for robust implementation.

The Solar Energy Developers Association of India (SEDAI) welcomed the fund as a “game-changer” for renewable project developers.

Environmental advocacy groups, such as the Centre for Science and Environment (CSE), praised the intent but stressed the importance of transparent monitoring and accountability mechanisms to prevent greenwashing and ensure genuine environmental benefits.

Opposition parties, while not outright rejecting the initiative, called for greater parliamentary oversight and public scrutiny of the fund's operations. “While the idea of a green fund is laudable, the devil will be in the details of its implementation.

We urge the government to ensure complete transparency, consult widely with all stakeholders, and prevent any misuse of public funds,” stated a spokesperson from a prominent opposition party.

Following Cabinet approval, the Ministry of Finance is expected to release detailed operational guidelines for the NGIF within the next three months.
