New Delhi, NCT – In a landmark move poised to reshape India’s economic landscape, the Union Government today launched the 'Bharat Udyog Utkrishtata Yojana' (India Industry Excellence Scheme), a comprehensive policy package worth an estimated ₹5 lakh crore over the next five years.

The ambitious initiative aims to position India as a global manufacturing powerhouse, significantly boost exports, and generate over 1.5 crore new jobs across various sectors, signaling a renewed, aggressive push towards 'Make in India' and 'Atmanirbhar Bharat'.

Announced by the Ministry of Commerce and Industry, the Yojana is designed to invigorate domestic production, enhance competitiveness, and reduce the nation’s reliance on imports, particularly in advanced manufacturing and high-tech sectors.

It expands and refines the successful Production Linked Incentive (PLI) schemes, coupled with unprecedented efforts in infrastructure development, skill enhancement, and regulatory simplification.

Addressing a press conference, Dr.

Vikram Singh Rathore, Union Minister for Commerce and Industry, articulated the government's vision. “The 'Bharat Udyog Utkrishtata Yojana' is not just another scheme; it is a strategic blueprint for India’s industrial resurgence,” Dr.

Rathore stated. “We are committing unparalleled resources to transform our manufacturing sector, making it globally competitive, resilient, and future-ready.

Our target is to increase manufacturing’s contribution to GDP from the current 17% to 25% by 2030, and to push our goods exports to surpass USD 1 trillion within the same timeframe.”

The Minister highlighted that the expanded PLI schemes would now cover a total of 24 critical sectors, incentivising companies to establish or expand manufacturing units in India.

He elaborated on higher incentives for domestic value addition, encouraging companies to deepen their supply chains within the country. “For example, in electronics, incentives will now be tiered, rewarding not just assembly but also the production of components like semiconductors and display panels, which are currently heavily imported,” he explained.

Beyond financial incentives, the Yojana emphasizes creating an enabling environment.

The government plans to invest an additional ₹1.5 lakh crore in developing state-of-the-art industrial infrastructure, including dedicated freight corridors connecting manufacturing hubs to major ports and airports, and the establishment of five new mega industrial parks equipped with common testing facilities and research centres.

Furthermore, a new national skilling mission, in collaboration with industry bodies, will aim to re-skill and up-skill 50 lakh workers annually to meet the demands of advanced manufacturing technologies such as robotics, AI in production, and green technologies.

Mr.

Rajesh Sharma, President of the Confederation of Indian Industry (CII), lauded the policy announcement. “This is a monumental step that injects much-needed confidence and capital into India’s manufacturing ecosystem,” Mr.

Sharma commented. “The comprehensive nature of the Yojana, addressing finance, infrastructure, skills, and regulatory bottlenecks simultaneously, makes it truly transformative.

We particularly welcome the ‘Single Window Plus’ system, which has the potential to drastically cut down on project gestation periods and attract foreign direct investment.”

Official data presented by the Ministry indicates that the existing PLI schemes, launched in 14 sectors, have already seen an investment of over ₹85,000 crore and generated over 3 lakh direct jobs, with production worth ₹7 lakh crore over the last three years.

The new Yojana builds on this success, projecting an additional production value of ₹30 lakh crore and a boost of 4-5% to annual GDP growth over the next five years.

The 'Bharat Udyog Utkrishtata Yojana' emerges from the government’s long-standing commitment to 'Make in India' and 'Atmanirbhar Bharat' initiatives, intensified by lessons from global supply chain disruptions during the pandemic and geopolitical shifts.

Despite significant economic growth, India's manufacturing sector's contribution to GDP has remained stagnant, hovering around 17-18%, lagging behind its peers in East Asia.

The nation also grapples with a persistent challenge of creating adequate formal sector jobs for its burgeoning youth population and reducing its trade deficit, especially for high-value manufactured goods.

The policy is also a response to the need to integrate India more deeply and advantageously into global value chains, moving beyond assembly operations to higher-value design and production.

Previous efforts, while showing promise, were often criticized for being fragmented or not comprehensive enough to address the multi-faceted challenges faced by manufacturers in India, from land acquisition issues to complex labour laws and inadequate infrastructure.

What it means

For businesses, the Yojana offers unprecedented incentives and a significantly improved operating environment.

Domestic companies can leverage PLI benefits to scale up operations, invest in R&D, and compete globally.

Foreign investors will find India a more attractive destination due to predictable policy support, reduced bureaucratic hurdles, and a vast, skilled workforce.

This could lead to a significant influx of foreign direct investment (FDI) into manufacturing.

For workers, the policy means millions of new job opportunities, particularly in advanced and high-tech manufacturing.

The focus on skill development will empower the youth with relevant capabilities, making them employment-ready for the industries of tomorrow.

It also promises a shift towards more formal sector employment with better wages and working conditions.

Economically, the scheme is expected to be a major catalyst for GDP growth, drive innovation, enhance export competitiveness, and reduce the import bill, thereby strengthening India's macroeconomic fundamentals.

It could also have positive ripple effects on ancillary industries, logistics, and services, creating a virtuous cycle of economic expansion.

Reactions

The announcement has been met with widespread optimism from industry leaders.

Ms.

Priya Das, CEO of a leading pharmaceutical manufacturer, noted, “The inclusion of specialized chemicals and active pharmaceutical ingredients (APIs) with higher incentives is a game-changer for us.

It will finally allow India to move away from being a mere generic drug producer to a true innovator in the global pharmaceutical supply chain.”

However, some economists counsel caution.

Meera Krishnan, Senior Fellow at the Centre for Policy Research, remarked, “While the intent and scale are commendable, successful implementation will be key.

The challenges lie in efficient disbursal of incentives, ensuring land availability without undue delays, and effective coordination between central and state governments.

We also need to ensure that the scheme promotes genuine indigenous innovation and does not inadvertently create an over-reliance on government subsidies.”

Opposition parties, while not outright rejecting the concept of industrial promotion, raised concerns.

Anjali Verma, National Spokesperson for the Rashtriya Janata Dal (RJD), stated, “This government has a history of repackaging old schemes and making grand announcements.

We need to see if this Yojana genuinely supports MSMEs and creates equitable growth, or if it primarily benefits a select few large corporations, as has often been the case with past policies.

The devil, as always, is in the details of implementation.”

Labour unions also voiced their expectations.

Shri Suresh Yadav, General Secretary of the All India Trade Union Congress (AITUC), commented, “We welcome the promise of job creation, but the government must ensure these are quality jobs with fair wages, social security, and safe working conditions.

Skilling programmes must be truly inclusive, reaching workers from all backgrounds.”

What happens next

The Ministry of Commerce and Industry is expected to release detailed guidelines and operational manuals for each of the expanded PLI schemes and other components of the Yojana within the next three months.

Stakeholder consultations with industry associations, state governments, and expert committees will commence immediately to finalize sector-specific targets and implementation mechanisms.

A high-powered steering committee, chaired by the Cabinet Secretary, will be established to monitor the progress of the Yojana and address any bottlenecks.

The government plans to conduct annual reviews, with the first progress report anticipated by early 2025.

States will be encouraged to align their industrial policies with the Yojana's objectives, with central support for setting up infrastructure and skill development centres.

The coming months will be crucial in translating this ambitious vision into tangible industrial growth and employment generation across India.
