India Greenlights Ambitious National Green Hydrogen Mission, Targeting Global Leadership

New Delhi, Delhi – In a landmark move poised to redefine India's energy future, the Union Cabinet today approved the National Green Hydrogen Mission, a monumental policy initiative designed to transform the nation into a global hub for the production, utilisation, and export of green hydrogen.

The ambitious mission, greenlit with an initial outlay of ₹19,744 crore, aims to significantly cut carbon emissions, reduce fossil fuel imports by over ₹1 lakh crore, and create millions of jobs, propelling India towards energy independence and a leadership position in the global green economy.

The announcement, made by Union Minister for New and Renewable Energy, Mr.

Singh, following a Cabinet meeting chaired by Prime Minister Narendra Modi, underscores India's unwavering commitment to its climate goals and its vision for a sustainable future.

The mission is expected to catalyse investment across the entire green hydrogen value chain, from renewable energy generation and electrolyser manufacturing to its diverse applications in industries like fertilisers, refining, steel, and transportation.

Elaborating on the mission's comprehensive scope, Mr.

Singh highlighted the Strategic Interventions for Green Hydrogen Transition (SIGHT) Programme, which will comprise two distinct financial incentive mechanisms: one targeting the manufacturing of electrolysers and another for the production of green hydrogen. "These incentives are crucial to de-risk early investments and accelerate cost reduction in critical components," Mr.

Singh stated during a press briefing. "The mission will not only foster domestic manufacturing but also position India as a competitive exporter of green hydrogen and related technologies."

Beyond incentives, the mission envisions a phased approach to demand creation in sectors hard-to-abate, where direct electrification is challenging.

This includes the development of pilot projects in areas like green steel, green ammonia, and long-range transport, along with efforts to aggregate demand and facilitate offtake agreements.

A dedicated research and development roadmap, under a Public-Private Partnership framework, will address technological gaps and enhance efficiency across the green hydrogen value chain.

Furthermore, a robust regulatory and governance framework will be established to streamline approvals, ensure safety standards, and promote ease of doing business for green hydrogen projects.

Sanjiv Puri, Member, NITI Aayog, who played a key role in drafting the policy, added, "The National Green Hydrogen Mission is a meticulously planned blueprint to de-risk investments, foster innovation, and create a comprehensive ecosystem.

Our target of 5 MT of green hydrogen production by 2030 is ambitious yet achievable, grounded in India's vast renewable energy potential and a robust policy framework.

We anticipate a transformative impact on industrial decarbonisation and job creation, particularly in manufacturing and R&D."

From an industry perspective, Ms.

Priya Sharma, CEO, Surya Energy Solutions, lauded the initiative. "The SIGHT programme's incentives for electrolyser manufacturing are a game-changer.

This provides the certainty and scale needed for domestic players to invest heavily, innovate, and compete globally.

We anticipate a surge in R&D and manufacturing, creating high-skilled jobs and reducing our reliance on imported technology," she noted, underscoring the potential for a 'Make in India' boost in the green energy sector.

The mission is projected to contribute to a cumulative reduction in fossil fuel imports of over ₹1 lakh crore by 2030 and abate nearly 50 MMT of annual greenhouse gas emissions.

This will require the addition of approximately 125 GW of renewable energy capacity, a significant driver for the entire green energy sector.

The total investment for the mission, including the initial outlay and subsequent private capital, is estimated to be over ₹8 lakh crore, a testament to its scale and ambition.

Background

India has been steadily building its renewable energy capacity, with ambitious targets outlined in its Nationally Determined Contributions (NDCs) under the Paris Agreement.

The nation has pledged to achieve net-zero emissions by 2070 and source 50% of its electricity from non-fossil fuel sources by 2030.

Green hydrogen, produced by splitting water using renewable electricity, is seen as a critical enabler for achieving these goals, especially for decarbonising hard-to-abate industrial sectors and heavy-duty transport.

Prior to this mission, India had already announced a Green Hydrogen Policy in 2022, offering waivers for inter-state transmission charges for renewable energy used in green hydrogen production and granting open access to the grid.

This new mission builds upon that foundational policy, providing the financial impetus and strategic direction needed to scale up production dramatically.

Globally, several nations are racing to develop their green hydrogen economies, recognising its potential for energy transition and export markets.

India, with its abundant renewable resources and large domestic market, is strategically positioned to emerge as a global leader.

Rajesh Gupta, President, Federation of Indian Chambers of Commerce and Industry (FICCI), stated, "This mission unleashes unprecedented opportunities for domestic and international investment across the entire green hydrogen value chain – from renewable energy generation to electrolyser manufacturing, storage, and end-use applications.

It’s a powerful signal of India’s commitment to sustainable economic growth and will significantly boost our 'Make in India' efforts in green technology."

Environmental groups, while welcoming the ambition, urged stringent oversight.

Anand Kumar, Director, Centre for Climate Policy Research, commented, "While the financial commitment and targets are commendable, the true success will lie in rigorous implementation and ensuring the entire value chain is genuinely green.

Transparent monitoring of carbon footprint across production and distribution will be crucial to avoid any unintended consequences and ensure genuine decarbonisation." He also stressed the importance of sustainable water use in hydrogen production.

Opposition parties generally supported the objective but called for transparent and equitable implementation.

A spokesperson for a major opposition party remarked, "While we welcome any initiative towards a greener India, the government must ensure that these significant public funds are utilised transparently, without favouritism, and genuinely benefit all stakeholders, including MSMEs and new entrants, and not just large corporations.

The social and environmental impact, particularly concerning land acquisition and water resources, must be carefully managed."

International agencies and energy think tanks have also praised India's ambition.

A recent report by the International Energy Agency noted India's potential to become a low-cost green hydrogen producer due to its abundant renewable energy resources and declining cost of solar and wind power.

What happens next

The immediate next steps for the National Green Hydrogen Mission will involve the Ministry of New and Renewable Energy working on developing detailed guidelines and scheme documents for the SIGHT programme and other components.

This is expected to be followed by expressions of interest (EOIs) for pilot projects and incentives, likely within the next few months.
